韩非总结和发展了先秦法家的“术治”管理思想,形成了完整的“以术治吏”的管理思想体系,不仅为秦王朝统一天下的实践提供了理论基础,也成了汉代以来历代统治者2000年的治国实践所提炼出来的经验结晶——阳儒阴法原则的重要组成部分。本文首先从组织内部的角度分析“术治”产生的基础,接着从“术治之道”与“术治之术”这两个层面全面论述了“术治”管理思想。
