如何加强对国有资产的管理,是实行股份制无法回避的问题。因为在我国今后相当数量的股份制企业中,国家股势必还占据着控制的地位。国家作为所有者,对这部分资产不能没有一个科学而又规范的管理办法。要管理、经营好国有资产,必须建立一个科学合理的国有资产管理系统。这个系统的目标主要有两个:一是要有利于政企分开和两权分离,使政府不再直接干预企业的生产经营活动;二是对资产经营者要有公平、科学的考核标准和严格的奖罚办法,以解决由于资产所有权非具体化、非人格化而导致利益、责任不清,以及由之而来的无人真正对国有资产负责的问题。

Because in the future a considerable number of joint-stock companies in our country, the state stocks will inevitably occupy a controlling position. The rewards and penalties to solve the problem of unclear interest and responsibility due to non-specific and impersonalization of asset ownership, and the fact that no one is really responsible for state-owned assets.
