自從一九五四年國家開始實行棉布的計劃收購和計劃供應以來,我省各級貿易合作部門,在各級黨委和政府的正確領導下,貫徹執行了前政務院‘關於實行棉布計劃收購和計劃供應的命令’和前中財委規定的‘棉布計劃收購計劃供應實施方案’,使國營商業和合作社商業全面地掌握了棉布貨源,合理地組織了供應,保證了人民的消費需要,並根據國家政策,通過以經銷、代銷為主的國家資本主義形式,對私營棉布零售商全行業進行了安排和改造,使為廣大人民所必需的主要商品之一的棉布脫離了自由市場,納入了有組織的市場,從而保證了廣大人民的合理需要,保證了市場的繼續穩定和棉布零售價格的統一,但在工作中,也還存在着一些缺點,例如:在執行計劃供應的過程中曾有前緊後寬或尺度緊寬不一的情况;在購布證發放工作中曾存在‘錯發’‘漏發’‘遲發’的現象;
