本综述所称会员制,是指社会团体建立以个人会员和单位会员(又称团体会员)为核心的组织体制形式。会员制是社会团体区别于政府部门、企业和其他社会中介组织的主要特征。中国科协作为一个特殊的社会团体,在历史上曾经实行过会员制。对于当前中国科协是否应该恢复实行会员制,在科协系统中存有不同意见。为此,2003年完成的《中国科协发展战略研究》曾对此进行了详细的阐述。2004年下半
The membership system referred to in this review refers to the social organization establishing an organizational system with individual members and unit members (also known as group members) as the core. Membership is the main feature that distinguishes social groups from government agencies, enterprises and other social intermediaries. As a special social group, CAST has practiced a membership system in history. The current China Association for Science and Technology should resume the membership system, there are different views in the CAST system.
