“法者,治之端也。”法治是改革的压舱石,是发展的助推器。当前,我国改革发展进入新阶段,利益格局深刻调整,社会关系错综复杂,群众诉求日益多样,社会治理面临许多新情况新问题新挑战;同时,社会建设还存在一些短板和薄弱环节。推进社会治理现代化,亟须提高法治化水平。
