On June 29, 2001, Dalian Municipal Party Committee decided to build Dalian into a learning city, putting new and higher demands on millions of workers. Immediately afterwards, the Dalian Federation of Trade Unions made “Opinions on Further Implementing Armed Forces to Promote the Construction of a Learning City,” and led millions of workers to a new journey with a brand-new attitude. Into the Dalian Port Authority “knowledge building” activities, like mighty mighty spring, blowing, showing a group of “trees and pear trees blooming” vivid scene, Shiligang formed a strong learning atmosphere.
