我省山区的面积占全省总面积的70%以上,其中水土流失严重的面积即达1亿6千万亩,每年流失泥沙约在3亿吨以上,等于每年损失225万亩耕地的4寸厚的耕作土层。严重的水土流失的结果,不但使山区土地日益瘠薄,影响山区生产的发展和人民生活的改善,而且严重地威协到黄河和海河的根治与开发。为了有效地从根本上改变我省山区的贫瘠面貌,进一步发展山区的生产,根据全国农业发展纲要(草案)和山西省12年农业发展规划
