一、外资建港政策的演变 1986年国务院颁布了《关于中外合资建设码头优惠待遇的暂行规定》,标志着国内港口业向国际资本打开了大门。1987年12月5日,南京港务局与美国英塞纳码头公司共同组建了南京国际集装箱装卸有限公司,成为我国第一个中外合资集装箱码头企业。1993年,交通部为加快港口对外开放的步伐,颁发了《关于深化改革、扩大开放、加快交通发展的若干意见》,提出要鼓励中外合资建设并经营公用码头泊位,允许中外合资租赁码头,允许中外合作经营码
I. Evolvement of Foreign-funded Port-building Policy In 1986, the State Council promulgated the Provisional Regulations on the Preferential Treatment of Wharf Joint Ventures, marking the opening of the domestic port industry to international capital. December 5, 1987, Nanjing Port Authority and the United States British Senna Wharf Co-founded Nanjing International Container Handling Co., Ltd., became China’s first joint-venture container terminal business. In 1993, in order to speed up the pace of opening ports, the Ministry of Communications issued the “Opinions on Deepening Reform, Opening Up to the Outside World and Accelerating Traffic Development”, proposing to encourage Sino-foreign joint ventures to construct and operate common berths, allow joint ventures to lease wharfs and allow Sino-foreign cooperative operation code
