1 前言 作为曾经从事水泥工厂设计20多年的立窑水泥工作者,见部分小水泥厂倒闭现象,曾对“上大改小”政策产生过怀疑,经就近考察淮北、凤阳和巢湖等“水泥之乡”几个小水泥厂之后,现实使我悟出国家建材局制定“上大改小”政策是正确的。部分工艺落后的小水泥厂争资源、耗能源、出低级产品、污染环境,不大刀阔斧砍掉一些,在激烈的市场竞争
1 Foreword As a vertical kiln cement worker who has been engaged in the design of a cement factory for more than 20 years, see the closure of some small cement plants. He once had doubts about the “Greater and Smaller” policy, and afterwards investigated the “cement” of Huaibei, Fengyang and Chaohu. After several small cement factories in the township, the reality made me realize that the National Building Materials Bureau was correct in making the policy of “advancement and improvement”. Some small-scale cement plants that are behind the process compete for resources, consume energy, produce low-level products, pollute the environment, and do not severely cut off some of them, in the fierce market competition.
