为从源头上预防和解决建设领域拖欠民工工资问题,日前,西藏自治区住房和城乡建设厅、人力资源和社会保障厅、发改委、财政厅、中国人民银行拉萨中心支行联合下发《关于在西藏建设领域建立民工工资保证金制度的通知》,要求凡在西藏自治区行政区域内的各类建设工程、线路管道和设备安装工程、室内外建筑装修工程(包括新建、扩建、改建项目),均要建立和实行民工工资保证金制度。
In order to prevent and solve the problem of arrears of wages owed to migrant workers in construction areas at source, the Tibet Autonomous Region Housing and Urban-Rural Development Department, the Ministry of Human Resources and Social Security, the NDRC, the Ministry of Finance and the Lhasa Central Branch of the People’s Bank of China jointly issued the “ Notice on Establishing a System of Salary Guarantee for Migrant Workers in Areas of Work ”, requiring all types of construction projects, line pipelines and equipment installation projects, interior and exterior building renovation projects (including new construction, expansion and reconstruction projects) within the administrative region of the Tibet Autonomous Region Implementation of migrant workers wage guarantee system.
