我国目前正面临着继经济体制改革而来的新一轮政府管理体制改革。引入公正、透明、高效的政府绩效评估体系和绩效管理,有助于我国更好、更快地建设民主政府、责任政府、透明政府、高效政府和信用政府,提升政府的公众形象和公信力。2009年底起,在已实行16年目标管理的基础上,四川省政府及各省直部门将全面试行政府绩效管理办法。日前,省政府已正式印发实施《四川省人民政府部门绩效管理办法(试行)》。为使广大读者全面了解政府绩效管理,本刊特邀西南财经大学政府绩效评估研究中心对政府绩效评估与管理进行了多重解读。
At present, our country is facing a new round of reform in government management system following the reform of the economic system. The introduction of a fair, transparent and efficient government performance evaluation system and performance management will help our country to build a democratic government, a responsible government, a transparent government, an efficient government and a credit government better and faster so as to enhance the public image and credibility of the government. Starting from the end of 2009, based on the 16-year target management, the Sichuan provincial government and the provincial direct departments will fully implement the government performance management measures. Recently, the provincial government has formally issued a “implementation of the Sichuan Provincial People’s Government Performance Management Measures (Trial).” In order to make readers understand the government performance management in an all-round way, we invited the Government Performance Evaluation Research Center of Southwestern University of Finance and Economics to carry out multiple interpretations of government performance evaluation and management.
