对整个中国政权的组织系统来说,乡镇是其末梢,这个“末梢”权力体系的变化关乎一乡一镇人民的生存和生活,其民主探索也关乎执政党的发展大局。成都市新都区在两年时间里完成了镇村两级党委书记的公推直选,一举结束了镇(村)党委(支部)书记委任制的历史。这场改革的领头人物为该区区委书记李仲彬。
For the entire Chinese system of political power, the township is its end. The changes in this “peripheral ” power system are related to the survival and livelihood of people in a township and village. Their democratic exploration also concerns the overall development of the ruling party.
