财政支农周转金借出后能否按期收回继续循环周转,是关系到周转金能否存在和发展的根本问题。党的十一届三中全会以前,我区财政支农周转金的回收率只有30%左右,为了改变这种状况,加快支农周转金的循环周转,支持农村发展商品生产,我们采取了一些有效措施,取得了较好的效果。1983年周转金的回收率达到90%以上,区向市借入的周转金做到了100%按期偿还。我们的主要做法是:
