本文作者常修泽教授系我国著名产权经济学家、中国产权交易市场体系的提出者之一。曾著有《资产重组:中国企业兼并研究》 (1992)、《现代企业创新论》(1994)、《产权交易理论与运作》(1995)和《中国企业产权界定》 (1998)等产权著作,被海外称为“对产权问题素有研究的经济学家”。在十多年潜心研究的基础上,2003年5月, 常修泽教授完成了内部研究报告《建立与社会主义市场经济相适应的产权制度》,由所在单位国家发展和改革委员会宏观经济研究院上报中共十六届三中全会文件起草组参阅。此报告引起重视。2003年5月22日,中央有关部门负责人约见本文作者,就产权制度的内涵、现代产权制度与基本经济制度的关系、建立现代产权制度的迫切性及主要内容等,进一步听取了常教授的学术意见。按照有关规定,该内部报告在 2003年未予公开发表。 2004年1月,国家发展和改革委员会宏观经济研究院主办的《宏观经济研究》发表了报告修订稿的主要内容。对此,产权理论界和实际部门的同志希望了解更多的内容。现经得作者同意,按刊载于内部刊物《经济决策参考》的版本, 将全文刊登,以飨读者。本期发表该文的上部。
Professor Chang Xiuze, the author of this paper, is one of the proponents of China’s famous property rights economist and China’s property rights exchange market system. He has authored books on asset restructuring: Research on Merger of Chinese Enterprises (1992), Modern Business Innovation (1994), Theories and Operations of Property Rights Transactions (1995) and Chinese Property Definition (1998) Overseas known as “the property rights known as economists.” On the basis of more than 10 years of painstaking research, in May 2003, Professor Chang Xiuze completed an internal research report entitled “Establishing a Property System Complying with the Socialist Market Economy,” which is headed by the Institute for Macroeconomics of the National Development and Reform Commission Reported to the drafting group of the Third Plenary Session of the 16th CPC Central Committee. This report draws attention. On May 22, 2003, the heads of relevant departments of the Central Government met with the author of this paper and discussed the connotation of the property rights system, the relationship between the modern property rights system and the basic economic system and the urgency and content of the establishment of the modern property rights system. He further listened to Professor Chang’s Academic advice. According to relevant regulations, the internal report was not published in 2003. In January 2004, the Macroeconomic Research, sponsored by the Macroeconomic Research Institute of the National Development and Reform Commission, published the main contents of the revised version of the report. In this regard, the theory of property rights and real sector comrades hope to learn more.
