应综合衡量和动态评价引进外资的整体效益,绝对不能再不计成本地引进外资中国实行对外开放和引进外资的政策28年,累计吸引外商直接投资近6600亿美元。伴随外资的大量进入,带来了中国紧缺的资金及一些先进的技术和管理模式,对于促进中国经济整体素质的提高起到了积极作用。改革开放以来,我国国内生产总值年均增长9．6％,对外贸易年均增长17％。外资对中国经济发展的推动功不可没。
We should comprehensively measure and dynamically evaluate the overall efficiency of the introduction of foreign capital and absolutely can no longer import foreign capital at any cost China has implemented the policy of opening to the outside world and introducing foreign investment for 28 years and has attracted a total of nearly 660 billion U.S. dollars in foreign direct investment. With the massive influx of foreign capital, China has brought in scarce funds and some advanced technology and management models, which have played a positive role in promoting the overall quality of China’s economy. Since the reform and opening up, China’s GDP has risen at an average annual rate of 9.6% and its foreign trade has grown at an average annual rate of 17%. Foreign investment in China’s economic development can not be contributed.
