崔桂祥,江苏省盱眙县人,大学文化,现任盱眙县都梁教育集团(盱眙县都粱中学)董事长。2001年创办江苏省盱眙县第一所民办完全中学——盱眙县都粱中学。2005年,他又策划与国家级示范高中——江苏省盱眙中学进行战略合作,开民办学校与公办学校合作办学先河,并实现双赢。2009年,在江苏省盱眙县都梁中学办学成功的基础上,兴办了盱眙县第一小学,创建了苏北地区唯一从学前教育到高中教育一体化的教育
