The defendant Song Xinsheng, male, 45 years old, was a former director of the foreign branch of the State Administration of Taxation in Jinan City, Shandong Province. On May 25, 1998, Jinan City Central District People’s Procuratorate investigated and prosecuted Song Xin-sheng’s suspected criminal activity for crimes committed on the spot. On September 2, 1999, Song Xinsheng was convicted of export tax rebate for favoritism and malpractice, District People’s Court filed a public prosecution.
