四川公共卫生事业的发展远远落后于全国平均水平 ,尤其是农村的卫生落后状况更为严重 ,随着国家西部大开发战略和积极财政政策的实施 ,用于四川公共卫生建设的国债资金和财政资金总量有所增加 ,但增幅很小 ,远未达到全国人均水平 ,差距还在进一步拉大。作者认为 ,公共卫生产品是典型的社会公共产品 ,提供广泛、平等的社会公共卫生服务是政府的责任 ,中央政府尤其有责任帮助落后地区。四川要紧紧抓住后“非典”时期开展的全国性公共卫生体系建设的机遇 ,积极争取国家的各种支持 ,加快四川公共卫生体系的建设
The development of public health in Sichuan lags far behind the national average, especially the backward state of health in rural areas.
