周子健(1914—2003),安徽省临泉县人,早年积极投身革命,1936年加入中国共产党。1939年5月后,在中央部门、八路军西安办事处工作。1946年10月任延安交际处副处长。1947年4月至1949年10月任中央城工部(1948年9月改称统战部)秘书处副处长、处长。1949年1月31日,周子健受周恩来同志委派,赴北平接收、修缮中南海,筹备新政协会议,任筹备会庶务处处长。新中国成立后任政务院秘书厅副主任、政务院管理局副局长。后调任一机部,任党组书记、部长,安徽省委书记、省长等职。1983年后成为国家计划委员会特邀顾问,周老还是第五、六届全国人大代表,中共第十一届中央候补委员、第十二届中央委员。本文记述的是周老对新中国成立之初国家机关事务工作的相关回忆。
Zhou Zijian (1914-2003), Anhui Province, Linquan County, an early active in the revolution, joined the Chinese Communist Party in 1936. After May 1939, he worked in the Central Government and the Eighth Route Army Xi’an Office. 1946 October Yan Yan Deputy Director of Communications. From April 1947 to October 1949 he was the deputy director and director of the Central City Department (renamed the United Front Department in September 1948). On January 31, 1949, Zhou Zijian was appointed by Comrade Zhou Enlai to go to Peking to receive and repair Zhongnanhai and prepare for the CPPCC National Committee to serve as the director of the general affairs department. After the founding of New China, he served as deputy director of the Secretariat of the State Council, deputy director of the Administrative Office of the State Council. After the transfer of a machine department, any party secretary, minister, secretary of Anhui provincial Party committee, governor and other staff. After 1983, he became a special adviser to the State Planning Commission. Zhou Lao is also the fifth and sixth NPC deputies, the eleventh Central Committee alternate member of the CPC and the twelfth Central Committee. Described in this article is Zhou Lao’s remarks about the work of state organs at the beginning of the founding of New China.
