根据《宪法》和地方各级人民政府组织法的规定,一个好的基层政权组织,应该是职能完备、责权利统一,领导班子健全,人员编制和干部结构合理,能够执行本行政区域内的经济和社会发展计划、预算,能够有效地领导和管理本行政区域内的经济、教育、科学、文比、卫生、体育、城乡建设等事业,以及财政、民政、公安、司法、计划生产等行政工作的有权威、高效能的组织。现行的基层政权组织状况距此相差较大,职能不健全的问题还显得很突出。因此,基层政权建设的任务是繁重的。具体讲,其任务主要体现在这样五大方面:(一)理顺基层两权组织
