2006年7月31日是北京市海淀区锅炉厂发工资的日子,职工赵影(化名)没能从厂里领到一分钱。厂领导告诉她,她的档案还没从海淀区劳动保障局转回来。而在此前的6月初,海淀区劳动保障局正式通知原本已退休两年多的赵影,由于锅炉厂提供了虚假档案,不符合退休条件,她的养老金被停止发放,并且必须返还已经领取了两年养老金。赵影成了尴尬的“边缘人”——既不是退休人员,又不是厂里的职工,哪头都领不到钱。
