欧陆风情文化是哈尔滨的城市特色文化之一。它的产生和发展过程与邻国俄罗斯有着密切的关系。在近代历史中,中俄两国的关系变化是影响欧陆风情文化发展的重要因素之一。虽然这种交往在某些时期并非建立在平等互利的基础之上,但是从文化交流的角度而言,俄罗斯文化的进入,打破了哈尔滨原本相对封闭、发展相对滞后的状态,增添了哈尔滨地域文化的现代元素,促进了哈尔滨成长为现代化中心城市的发展进程。
