各省、自治区、直辖市计委(物资局)金属回收办公室(组,处,公司),铁道部物资局:现将1985年废钢铁加工及双屑炼钢计划下达如附件,请安排执行。当前废钢铁资源的回收和供应情况相当紧张,为增加炼钢和铸钢工业需要的金属炉料,以及解决一些不合理利用和浪费现象,1985年废钢铁加工的重点是“轻料变重料”。即,将全国产生的约250万吨钢屑和50万吨铁屑尽量加工成炼钢、铸钢的合格炉料.具体要求是:
