南江县村卫生室在规范村级卫生组织、大力推进乡村卫生一体化管理的基础上,从2011年10月开始实施基本药物制度,并建立完善了补偿机制和考核机制,使村卫生室逐步回归公益性,基本医疗和公共卫生服务并重,效果明显。但实施过程中村卫生室发展不平衡,基本药物采购制度不完善,补偿标准太低,极大地影响了村医的积极性。作者建议完善财政补偿政策,确保村级医疗卫生机构正常运行;加强基础建设,增强村卫生机构服务能力;规范采购配送机制,提高基本药物保障水平。

The author suggests to improve the financial compensation policy to ensure the normal operation of the village-level medical and health institutions; to strengthen infrastructure and enhance the service capabilities of village health institutions; to standardize procurement and distribution mechanism and to raise the level of basic drug protection.
