不久前召开的全国农村工作会议重申:必须把农业放列十分重要的位置上。并强调指出,明后两年在贯彻治理、整顿方针中,农业不仅不能放慢,不能压缩,而且发展步子要快,工作要加强。这是党中央和国务院在新形势下向全党和全国提出的新任务和新要求,是全党的一件大事,是全国上下、城乡人民极为关心和渴望解决好的一个重大问题。如何按照党中央、国务院提出的要求,真正做到把农业放在十分重要的位置上,大力加强农业,加快发展农业,笔者认为,从当前的实际情况看,至少要解决好三个问题。第一,对农业基础地位要再认识。我们的党和政府历来认为,农业是国民经济的基础。可以说,这个问题已经讲了几十年了,为什么现在又要重新强调?这并非无的放矢,而
