党的十六届三中全会提出了科学发展观是我国新时期开展各项工作、事业的重要指导方针,在全面落实科学发展观,构建和谐社会的大潮中,党群党务工作的开展面临着新的挑战和任务。中国共产党作为中国无产阶级的先锋队、中华民族的先锋队,始终代表着中国最广大人民群众的根本利益,始终以全心全意为人民服务为工作的根本宗旨,而开展党群党务工作关系到是否能在“以人为本”的前提下,体现党尊重人、信任人、培养人的精神,建立良好的党群关系,提高党的领导力、战斗力和凝聚力,从而建立基层组织的坚固战斗堡垒。

In carrying out the scientific concept of development and building a harmonious society in an all-round way, party work and party work are facing New challenges and tasks.
