服务型政府是公民本位的参与式政府,公民积极有效的参与可以推进服务型政府建设进程。公民与政府的良性互动是服务型政府建设的基础。这种活动必须依赖一定的组织载体来发挥中介桥梁作用。社会组织因其具备的社会功能和优势可以承接这一任务。
Service-oriented government is a citizen-based participatory government. Active and effective participation of citizens can promote the process of building a service-oriented government. The benign interaction between citizens and the government is the foundation for building a service-oriented government. Such activities must rely on certain organizational carriers to play an intermediary role. Social organizations can undertake this task because of their social functions and advantages.
