从中国的历史上看,官吏的贪污,是一个久治不愈的顽疾。几乎每一个王朝的覆灭,都同官场的腐败、官吏的贪贿有关。腐败的程度,十分准确地反映了社会危机的程度。所以,每一个想有所作为的皇帝,为了巩固或挽救他的统治,也总是把肃清贪污当作一项重要任务或突破口。但是,这些整治行动,见效的不多,大抵是一阵风刮过,依旧我行我素。我们中国人都很有民族自豪感,喜欢津津乐道我们各色各样的所谓“世界之最”。这个毛病倒未必是自古皆然的。照我看,同苏联的影响大有关系,因为苏联人也喜欢把什么发明都算到他们俄国人的账上。50年代我们全面学苏联,把
Judging from the history of China, the corruption of officials is a chronic illness. The destruction of almost every dynasty was related to corruption in the officialdom and official corruption.
