一进入八十年代后,行政事业单位已由原来单纯依靠财政拨款,逐步过渡到多渠道筹集资金,利用各自的职权、职能优势,开展有偿服务。无论是行政机关履行行政职责的管理,还是事业单位为社会提供的公共服务、特定服务,都与收费挂钩,以至演变成了“乱收费”的社会现象。在这一时期,各行政事业单位通过收费改变了自身的经济状况,加快了事业发展,单位个人的办公、生活待遇也发生了彻底的改变,
As soon as the 1980s, the administrative institutions have gradually relied on financial appropriations for their gradual transition to fund their funds through multiple channels, making use of their respective powers and functions to carry out paid services.
