1990年,核心竞争力(Core Competency)概念由Hamel和Prahalad在《哈佛商业周刊》首次提出并很快得到公认。一个组织竞争优势潜能依靠其资源和能力的价值性、稀缺性和不可模仿性[1]。疾病预防控制机构面对公共卫生发展的新形势,其核心竞争力的内涵应该是围绕自身的使命、职责和任务,运用管理手段、最大限度地开发、调动和使用有限资源、提升机构的创新力、管理力、应急力、服务力、执行力等综合实力,向社会提供优质的公共产品[2]。厦门市思明区疾病预防控制中心(以下简称中心)于2004年成立之初,提出将中心打造成福建省区县级疾控中心“第一品牌”的长远目标,结合实际明确了“塑造有形,孕育无形”的核心竞争力提升思路,制定了中心四项体系建设中期发展规划,并为此不断进行探索。
