就业优先的由来和涵义就业优先的由来1995年,联合国在哥本哈根召开的世界社会发展首脑会议《宣言》中庄严宣告,与会各国领导人一致承诺:“将促进充分就业作为经济和社会政策的一个基本优先目标”。进入新世纪以来,我国明确提出,就业是民生之本,促进就业是安国之策。特别在制定“十二五”规划过程中进一步明确,要把促进充分就业作为经济社会发展的优先目标。
