This paper gives a comprehensive account of the main contents of Ayer Hillman’s book, Public Finance and Public Policy: Responsibilities and Limitations of the Government. From the perspectives of public finance, public choice, and the history of the development of the new political economy, The book’s theoretical contribution, at the same time pointed out the book’s deficiencies. The author believes that although the book is not perfect, it is a contemporary textbook that best combines the public finance theme with the paradigm of public choice. All this is due to the author’s academic background as a political economist. It makes far more sense than compensating for the defects of neoclassical mainstream finance and calling for economics to return to the classical world.
