The practice of middle school education initiated by the Central Committee of the Communist Youth League, the State Education Commission, the China Association for Science and Technology and other relevant departments started in 1984 when China’s education reform was faced with an adjustment of the structure of secondary education and an urgent need to develop vocational and technical education. The majority of middle school students, especially rural middle school students, are plagued by the problem of furthering their education and employment. The economic construction in various places requires a large number of qualified laborers at all levels. The CYL organization in secondary schools has gradually realized that it is necessary to give full play to the role of aides and reserve forces under the new historical conditions ,
