兵团建筑业要实现跨越式发展,必须以机制体制改革为动力,科技创新为支撑,人才和资源为基础,把推进建筑业结构调整作为转变建筑业经济发展方式的主攻方向。笔者认为,兵团建筑业的结构调整主要是企业结构调整,通过调整企业结构,促进企业生产方式转变,推进大型企业承包模式转变,进而实现兵团建筑业承包模式的战略性转变,推进兵团建筑业的跨越式发展。
