明治初期日本积极制定并健全国内外的各种制度,政府首先打着祭政合一的口号,开始奉行神道国教化的政策,与此同时推行神佛分离,导致了一场轰轰烈烈的“废佛弃释”运动.随后,明治四年( 1871 )又实施废藩置县,在行政上确立了近代中央集权的统一国家.对外也与清廷建构新的近代国家关系,缔结了《日清修好条规》.
