近十多年来,随着我国工业化、信息化、城镇化的快速推进,大批的农村剩余劳动力涌向城镇。流动大军中出现了越来越多的流动人才党员,其中39岁以下占流动党员总量的94%。2007年4月,广西人才交流服务中心党委正式成立,针对流动人才党员年轻人多、文化素质高、经常变动、高度分散、管理难度大等特点,依托广西人才市场,逐步形成了以党员为本、以服务为先、以网络为基、以支部书记为纽带的党建工作模式,走出了一条具有广西特色的流动人才党员教育管理服务的新路子。
