从人才发展过程看:人才发展有一个过程:首先成为“合格人才”,然后成为“专门人才”,争取成为“杰出人才”。“杰出人才”是有所创造,有所发明,对社会做出了重大贡献的人才。他的主要标志是必须“有重大创新,有卓越贡献”。合格人才,要有基础;专门人才,要有专长;杰出人才,要有创新。作者认为,“专门人才”和“杰出人才”可分为四大类:学术型人才、技能型人才、艺术型人才、管理型人才。
