1994年5月国际海事组织召开海上安全委员会扩大会议,通过国际海上人命安全公约的修正,将国际安全管理规则纳入安全公约,成为强制要求。当时规定,客船、500总吨及以上的散货船、油轮、化学品船和气体运输船要在1998年7月1日以前实施国际安全管理规则。现在,时间已过去2年多,可以说,限期已经临近。
In May 1994, the International Maritime Organization held an enlarged meeting of the Maritime Safety Committee to amend the International Convention for the Safety of Life at Sea, and to incorporate international safety management rules into the safety convention became a mandatory requirement. It was then stipulated that passenger ships, bulk carriers, tankers, chemical tankers and gas carriers of 500 gross tonnage and over, would implement the International Safety Management Code by July 1, 1998. Now that time has passed more than two years, we can say that the deadline is approaching.
