The “Construction Industry Pilot Project for the Establishment of a Modern Enterprise System Pilot” organized by the Construction Industry Department of the Ministry of Construction and the Department of Economic Restructuring and Regulations pointed out that the main way for the construction industry to establish a modern enterprise system is to carry out reorganization of the company system. Its main objectives are: (1) The construction head office of each province, city and central department may be reorganized into a state-owned asset management company or a holding company. An enterprise group that uses property rights as its link. (2) State-owned large and medium-sized construction enterprises may be reorganized into limited liability companies, joint stock limited companies. (3) The engineering bureaus or construction companies of various central departments may be reorganized into group companies. (4) There may be more small-scale state-owned construction companies
