随着我国农村经济的发展和农民物质、文化、生活水平的提高,改造现有小城镇、建设新的小城镇、加快实现乡村城市化、农村工业化已成为当前农村改革的热点。换句话说,农村小城镇建设已成为继推行家庭联产承包责任制和大力发展乡镇企业取得重大突破之后,深化农村改革的又一关键,当前它已成为振兴农村经济的突破口,必须引起有关部门高度重视。其理由有以下几点:
