The Letter to Garcia is a New Year’s gift from Party Secretary Zhang Wenxiong to the city’s leading cadres. The book tells a story that took place more than a hundred years ago when the United States was engaged with Spain and the president eagerly sought the intelligence he needed to immediately contact General Garcia, the leader of Spain’s rebel army.
