随着中共十六大制定的统筹发展目标,我国进入了建设社会主义和谐社会的进程,促进物质文明、政治文明、精神文明协调发展正在成为全社会的共识。在这个大背景下,不仅要努力促进国家经济发展,同时还要大力推动我国的文化发展,这也是促进“三个文明”的手段。
