十八届三中全会公报全文指出,要加强顶层设计与摸着石头过河相结合,整体推进和重点突破相促进。如果说,在改革开放之初,需要强调“摸着石头过河”的改革勇气和改革决心;那么,在经历三十多年的历史实践之后,当改革进入到全面深化改革阶段,提出“顶层设计与摸着石头过河相结合”无疑是具有理论智慧和时代价值的。值得注意的是,不论是强调“摸着石头过河”也好,还是注入“顶层设计”的理念,马克思主义的科学“实践”概念始终是贯穿于其中的一条最主要的线索。马克思主义科学“实践”概念不仅仅彰显人的主观能动性,还包含着更为具体丰富的社会历史性,而“顶层设计”理念正是其应有之义与本真精神。
