该文是当代英国著名社会政策与社会福利理论奠基人蒂特马斯的经典文章之一。该文在简要回顾英美社会福利历史的基础上,首次将社会福利制度定性为“组织化给予体系”(organized system of giving),并对社会福利制度产生的社会背景、主要原因与基本原理,对市场经济处境下社会问题与国家功能角色的定位进行了阐述,尤其是深刻阐述了主要发挥再分配功能和分配性公正的社会福利制度在现代风险社会中不可或缺的基础性与战略性地位;全面分析了社会福利制度尤其是社会服务在当代社会生活与社会治理中的功能作用与地位角色,以及如何善用制度化工具的社会福利制度,防止社会福利制度发生功能异化现象,发展社会福利国际角色,谋求人类和平、发展和安全的最高目标等重大议题。对中国国家治理能力现代化,构建中国版福利国家与福利社会,全面实现小康社会具有重要的现实、理论、政策和国际意义。
This article is one of the classic articles by Tim Temas, the founder of contemporary well-known theory of social policy and social welfare in England.
