各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 水文工作是国民经济和社会发展的一项重要基础工作。多年来,我省的水文部门在水利规划设计和水资源开发利用、管理、保护等方面发挥了重要的作用。为我省各级政府防汛指挥机构的正确决策、合理调度和抗洪抢险工作提供了科学依据,取得了较好的社会效益和经济效益。目前,我省水文技术和测报设施不适应国民经济和社会发展的需要,为加强我省的水文工作,特作如下通知:

Over the years, the hydrological department in our province has played an important role in water conservancy planning and design, development, utilization, management and protection of water resources. For the province at all levels of government flood control command of the correct decision-making, reasonable scheduling and flood relief work provided a scientific basis, and achieved good social and economic benefits.
