十六大是中国共产党在新世纪召开的第一次代表大会,也是我国进入全面建设小康社会、加快推进社会主义现代化建设的新的发展阶段召开的一次十分重要的代表大会。大会高举邓小平理论伟大旗帜,全面贯彻“三个代表”重要思想,认真总结十五大以来五年的工作,总结改革开放以来特别是党的十三届四中全会以来党团结和带领全国各族人民在建设中国特色社会主义的伟大实践中取得的基本经验,对新世纪新阶段全面推进我国的改革开放和社会主义现代化建设、全面推进党的建设新的伟大工程做出战略部署,选举产生了新的中央领导机构,进一步动员全党和全国人民,解放思想,实事求是,与时俱进,开拓创新,为开创建设中国特色社会主义事业新局面而团结奋斗。
