2004年新年伊始,《中共中央国务院关于促进农民增加收入若干政策的意见》作为中央一号文件正式颁布。这份文件对当前和今后一个时期的农业和农村工作,特别是促进农民增收工作作了具体部署。这是时隔18年后,中央再次就农业和农村问题所发的一号文件,具有十分重大的意义,充分体现了党中央在新形势下把解决“三农”问题作为全党工作重中之重的战略意图。“一号文件”的颁布,也使“三农”问题再次成为媒体关注的焦点。人民日报全新推出关注“三农”问题的专版——《新农村》周刊,浙江日报专门组织有关“三农”问题的大型调研采访活动,在深化和创新“三农”问题报道上作了积极有效的探索。本刊为此组织了有关文章,供新闻界同仁参考借鉴。
