以《监狱法》的颁布为标志,我国监狱工作已进入了一个全新的历史发展时期。创建现代化文明监狱是这一历史时期的根本目标,也是我国监狱工作改革与发展的中心任务。如何适应这一历史要求,加快监狱工作改革与发展,加快现代化文明监狱的进程,是摆在我们面前的一个紧迫的理论与实践问题。笔者认为,在监狱党委的统一领导下,实行“监企分离、双轨运行”是加快这一进程的关键。
With the promulgation of the “Prison Law” as a sign, prison work in our country has entered a brand-new historical period of development. The establishment of a modern and civilized prison is the fundamental goal of this historical period and is also the central task of the reform and development of prison work in our country. How to adapt to this historic request, quicken the reform and development of prison work and speed up the process of modernized and civilized prison are an urgent issue of theory and practice before us. The author believes that under the unified leadership of the party committees in prisons, the implementation of “separation of supervision and enterprise and double-track operation” is the key to accelerating this process.
