Despite the shift of the development model from inward-looking towards outward orientation , Latin American competitiveness in the world market is still quite weak. This is reflected in the following aspects:1)Latin American exports’ share in the world is declining, from 12.4% in1950 to2.7% in 1995. 2) The growth of export value is not compatible with that of export volume. 3) High value-added exports account for a smaller share. There are several factors that can explain this situation, and one of them is the region’s slow pace of scientific and technological development, which has led to lower productivity and high cost o production. This outcome can be further attributed to a number of reasons:1) For a long time Latin American countries fail to pay enough attention to the development of science and technology. 2) There has been a lack of funds to promote R&D.3)The private sector always plays a minor role in this regard. 4) There are not enough scientists and technicians.5) Technological innovation is yet to be developed. 6)Scientific research is not closely linked to productive use.
