为领导出谋划策是秘书的重要职能。领导都希望秘书能够多出一些好主意,但出于各种原因,有时候秘书出的却是馊主意。这些馊主意大体上可划分为以下四类。 第一类是“以偏概全”型。这类主意表现在“三重三轻”上,即:重局部利益、轻整体利益;重眼前利益、轻长远利益;重形式、轻内容。“重局部利益、轻整体利益”是自私自利思想在作怪,把个人利益、小群体利益摆在首位,优先考虑。领导采纳这种主意的结果是,长此以往,由于局部利益对整体利益
To advise the leadership is an important function of the secretary. The leaders all hope that the secretary can make some more good ideas, but for various reasons, sometimes the secretaries are out of ideas. These general ideas can be divided into the following four categories. The first category is “partial to the” type.
